Split on self closing shortcode and retrieve args,

I'm writing a custom lesson post type for teachers that may or may not be technically minded. I want to make it as simple as possible for them to divide their lesson into segments that will be displayed as tabs. I could achieve this using and the split column function but then how to I generate the tab headers?

I could use tab groups and closing short codes but then I am relying on teachers putting all the markup in the correct places. So how do I approach getting something like

[tab title='starter' time='5 Mins']
Blah Blah....
[tab title='new ideas' time='5 Mins']
More Blah Blah....
...
...
[tab title='plenary' time='5 Mins']
Final Blah Blah....

into nice tabs like on the http://ift.tt/1Da5Bb2
