How to prefix all rewrite rules in wordpress?

I want to prefix all permalinks in wordpress, and get this value from query_args. For example http://ift.tt/1zhJ1r7 transform in http://ift.tt/1JQtIRt. I want for all permalink, for page for post for archive for search.
