Restoring Wordpress not working

I had a backup of my wordpress database and now I have to restore it. I created the appropriate database in mysql and restore the database using the backup file. This is ok. I have installed wordpress and linked it to the database. Everything is ok so far. However, when i'm going on the login page, i'm getting it without any css, just html like this http://ift.tt/1HIrjHt, secondly, I'm not being to login with my credentials
