Additional Setting in Contact Form 7

I desperately need some help here. I have 2 submit buttons on my contact form and they both redirect to different URLs base on conditional logic. But unfortunately it is not working. I was wondering if some here in this forum can help me construct the logic. here is my code. I don't understand why my else if condition is not working, how can I make this work?? Any help would be highly appreciated !!.
