WooCommerce - Display List of Categories using [product_categories ids=”0"] not working

I am trying to use the shortcode [product_categories ids=”0"] to display a list of subcategories under the parent "Health Conditions"

The Health Conditions category has id 703 but no matter what number I put in the ids="" I get a list of all categories on the site.

The only thing that seems to make a difference is parent="0" which shows lists only the parent categories, but this is not helpful for my situation.

If you compare the sidebar categories under "Health Conditions" you will see that there are far fewer than those listed in blue.

Any ideas? This is WC 2.2.11
