plupload image resize on client side

So, for my wordpress site, there is an image upload button that uses plupload. I found the instruction on how to resize images on client side: http://ift.tt/ZOpxjg

I am guessing client side refers to mobile phone or computer.

In my case, an user can take a photo and upload. However, the image size is about 3 MB and it takes too long to upload.

From what I read on the document, it sounds like the plupload can be configured so that image can be reduced in its size even before uploaded.

I could not find any instruction to how to implement this configuration for wordpress.

Could any of you guys guide me ?
